Newly amended Revenue Act TRLPP 2020 comes into force from today

The newly amended Revenue Act of 2020 will come into force beginning today October 29. A GO No.116 issued here today has notified the October 29 as the date on which the Telangana Rights in Land and Pattdar Passbooks Act (TRLPP) 2020 will come into force.

In view of the scheduled launch of Dharani portal today by the Chief Minister Chandrasekhar Rao, the Government also notified the appointment of Tahsildars as joint sub-registrars, authorising them to carry out non-agricultural land transactions in the state.

ln order to provide accountable and responsive revenue administration in the public interest, among other things, the Government enacted the Telangana Rights in Land and Pattadar Pass Books Act, 2020. This enactment paves the way for registration and instantaneous mutation of agricultural lands by Tahsildar.

ln exercise of the powers conferred under section 5 read with sections 6 and 7(1) of the Registration Act, 1908 and in supersession of the notifications issued in G.Os 4th and 5th read above and partial modification of the notifications issued in the GO’s 1st, 2nd and 3rd read above,

The Government of Telangana, for the effective administration of the Telangana Rights in Land and Pattadar Pass Books Act, 2O2O in the public interest, hereby form the sub-districts in the Districts mentioned hitherto with an office established in the places with jurisdiction coterminous with the respective Revenue Mandals mentioned in the list.

The Tahsildars of the Revenue Mandals concerned have been appointed as Joint Sub-Registrars with an office at the headquarters of the Mandal to deal with the registration of documents relating to the lands to which the Telangana Rights in Land and Pattadar Pass Books Act, 2020 applies, and allied matters under the Registration Act, 1908 and the Rules made thereunder.ln the absence of Tahsildar, the Naib Tahsildar of the Revenue Mandal or such person designated by the District Collector shall discharge the functions of Joint Sub-Registrar.

The Sub-Registrars appointed in the G.Os 1st to 3rd read above are hereby stopped
from registering documents relating to the lands to which the Telangana Rights in Land and
Pattadar Pass Books Act, 2O2O applies; and accordingly, the said notifications are deemed to
have been modified to that extent.
